The Texas electric generation fleet is evolving. As a result of strong economic policy initiatives like Chapter 313, the state is transitioning to a cleaner, less expensive, “Made in Texas” energy future by leveraging highly complementary energy sources including renewable energy to provide a reliable, balanced energy portfolio. However, this growth is in jeopardy. Chapter 313 (the Texas Economic Development Act), one of the most important economic development tools devised by the Texas Legislature, expires on December 31, 2022. No program has been more effective in bringing economic development, job creation, and capital investment to rural areas of our state, and we must fight for this policy, or one like it, to be revived.
